They actually sail'd in December, but the bold manouvres of Kempenfelt in attacking a Convoy in sight, and within command of a superior Fleet, with the subsequent stormy weather, for that time frustrated their views..."Ends, "This action, besides its immediate political consequences, has decided a point a [?], that never was doubted of till the present war.
