"Cinq objets principaux doivent partager les Soins et l'attention du Sr. De Lacroix dans les Fonctions qui lui Sont confiées. La Religion, La Justice, La Police, La depense que Sa Maté. ordonne pour les Isles du Vent, et la perception des droits qui y sont établis. Mais avant que d'entrer dans le detail de ces differens objets, jl en a propos de lui rapeller une jdée generale des Isles du Vent qui sont sous la domination de Sa Maté."
