Bennett His Matie having this day in Councell heard the Severall presensions of ye Earle of Kenoul the Lord Villughby of Parham, and all others who claime Title or Interest in ye Caribee Jslands..."Vera Copia John Nicholas"In 1666 "the English held four islands of the Leeward group, and to the south of them the island of Barbados, lying out in the Atlantic Ocean. The old Carlisle Patent which covered these islands was issued in 1627 by Charles I to the earl of that name, and twenty years later was leased by Carlisle's son to Lord Francis Willoughby of Parham. ..." (Crouse, pp. 16ff.)During Governor Willoughby's administration the proprietary form of government was abolished in Barbados, which was made a Crown colony. The King finally decided the whole revenue of the island to belong to the Crown.
