The old Carlisle Patent which covered these islands was issued in 1627 by Charles I to the earl of that name, and twenty years later was leased by Carlisle's son to Lord Francis Willoughby of Parham. ..." (Crouse, pp. 16ff.)During Governor Willoughby's administration the proprietary form of government was abolished in Barbados, which was made a Crown colony. The King finally decided the whole revenue of the island to belong to the Crown.
