Rowley followed the "Additional Fighting Instructions" to the letter but Rodney had a different concept and he blamed Rowlay (and Parker, who commanded the van) for the loss of "that glorious opportunity &lt, perhaps never to be recovered&gt, of terminating the naval contest in these seas."
